Publication Ethics Policy
1. General Principles
1.1 Commitment to Ethical Standards
The Journal of Management, Economics, and Industrial Organization (JOMEINO) is committed to upholding the highest standards of publication ethics and integrity. The journal follows the principles, Core Practices, and flowcharts of the Committee on Publication Ethics (COPE) and applies them consistently throughout the editorial and publication process.
1.2 Fair and Confidential Handling
All allegations of publication misconduct are handled in a fair, transparent, impartial, and confidential manner, with due process afforded to all parties involved.
2. Scope of This Policy
2.1 Applicability
This policy applies to all participants in the publication process, including authors, reviewers, editors, and the publisher.
2.2 Stages Covered
It covers ethical issues arising both before publication (submission, peer review, editorial decision-making) and after publication.
3. Forms of Publication Misconduct
3.1 Data Fabrication and Falsification
Data fabrication refers to the invention of data or results. Data falsification refers to the manipulation of research materials, equipment, images, processes, or data in a way that misrepresents the research record. This includes altering or selectively omitting data, manipulating figures or tables, and undisclosed data exclusions that materially affect the conclusions of the work.
3.2 Plagiarism and Inappropriate Text Reuse
Plagiarism includes the use of others’ ideas, text, data, figures, or results without appropriate attribution. Inappropriate text reuse includes substantial self-plagiarism, redundant reuse of previously published material without clear citation, and fragmented or “patchwork” copying from multiple sources.
3.2.1 Similarity Detection
JOMEINO uses similarity detection software (Turnitin) as part of its editorial assessment. Similarity reports are evaluated by editors in context; similarity percentages alone are not used as the sole basis for editorial decisions.
3.3 Duplicate, Redundant, and Concurrent Publication
Duplicate or redundant publication occurs when a manuscript substantially overlaps with work already published or under review elsewhere without transparent disclosure and appropriate justification. Concurrent submission refers to submitting the same or very similar manuscript to more than one journal at the same time. Prior publication of abstracts or conference summaries must be disclosed at submission.
3.4 Authorship and Contributorship Misconduct
Authorship misconduct includes guest, gift, or honorary authorship; omission of eligible contributors; misrepresentation of author contributions; and disputes related to authorship order or responsibility. Detailed criteria for authorship, handling of disputes, and changes in authorship are defined in the journal’s separate Authorship Policy.
3.5 Citation Manipulation and Other Unethical Practices
This includes coercive citation, excessive or inappropriate self-citation, citation padding, falsified reviewer identities, peer-review manipulation, undisclosed conflicts of interest, and attempts to improperly influence editorial decisions.
3.6 Ethical and Legal Non-Compliance
This includes breaches of confidentiality, misuse of unpublished material, undisclosed conflicts of interest, and violations of applicable legal or regulatory requirements.
4. Submission of Ethical Concerns and Complaints
4.1 Who May Submit Concerns
Ethical concerns, complaints, or allegations of misconduct may be raised by authors, reviewers, readers, institutions, funders, or other third parties.
4.2 First Point of Contact

4.3 Required Information
Complaints should include sufficient detail and supporting evidence to allow an initial assessment, such as relevant citations, manuscript identifiers, descriptions of the concern, and any available documentation. Anonymous complaints are considered when they are supported by verifiable evidence.
5. Initial Assessment
5.1 Acknowledgement and Responsibility
Upon receipt, the Editorial Office acknowledges the complaint and refers it to the Editor-in-Chief or a designated senior editor responsible for publication ethics.
5.2 Assessment Criteria
The initial assessment determines whether:
– the allegation falls within the journal’s remit;
– sufficient information is available to proceed;
– immediate action is required to protect the integrity of the scholarly record.
5.3 Timeframe
The journal aims to complete this initial assessment within approximately 2–4 weeks. More complex cases may require additional time.
6. Investigation and Editorial Review
6.1 Investigation Process
Where further investigation is warranted, JOMEINO follows the relevant COPE flowcharts.
6.2 Possible Investigative Actions
As appropriate, the journal may:
– request explanations or documentation from the author(s);
– examine original data, analysis files, or similarity reports;
– consult independent experts or reviewers;
– contact authors’ institutions or relevant bodies when necessary.
6.3 Confidentiality and Right to Respond
All parties are given an opportunity to respond. Confidentiality is maintained to the greatest extent possible throughout the process.
7. Editorial Outcomes
7.1 Decision Framework
Based on the findings, the journal may take appropriate action in line with COPE guidance. Possible outcomes include no action, requests for clarification, rejection of a manuscript, or post-publication actions affecting the published record.
7.2 Relationship to Post-Publication Policies
Where ethical concerns affect the integrity or reliability of the scholarly record, JOMEINO may issue corrections, expressions of concern, or retractions. The detailed procedures governing these actions, including initiation, review, publication, visibility, and withdrawal, are defined in the journal’s separate “Corrections, Retractions, and Withdrawal Policy”.
8. Appeals
8.1 Right to Appeal
Authors may appeal editorial decisions related to ethical matters.
8.2 Appeal Procedure
Appeals must be submitted in writing to the Editorial Office and should clearly state the grounds for appeal. Appeals are reviewed by the Editor-in-Chief and/or an independent editor not involved in the original decision. Normally, one appeal per decision is permitted.
