Complaints and Appeals Policy

The Journal of Management, Economics, and Industrial Organization (JOMEINO) is committed to handling complaints and appeals in a fair, transparent, timely, and consistent manner, in line with the principles of the Committee on Publication Ethics (COPE).

1.     Scope of This Policy

This policy applies to complaints related to the editorial process, peer review, ethical concerns, and appeals against editorial decisions. It does not cover complaints unrelated to the journal’s editorial responsibilities.

2.     First Point of Contact

All complaints and appeals must be submitted in writing to the journal’s Editorial Office:

Submissions should include sufficient detail to allow assessment, including the manuscript title or ID (if applicable), a clear description of the concern or grounds for appeal, and any relevant supporting documentation.

3.     Complaints Procedure

3.1 Acknowledgement and Initial Review
All complaints are acknowledged within 7 days of receipt. The Editorial Office conducts an initial review to determine whether the complaint falls within the journal’s remit and whether further assessment is required.

3.2 Escalation Process
Complaints are handled according to the following escalation pathway, where appropriate:

  • initial assessment by the Editorial Office;
  • review by the Editor-in-Chief or a designated senior editor;
  • referral to an independent editorial board member if the complaint concerns the Editor-in-Chief or the original handling editor;
  • involvement of the publisher in cases involving serious ethical, legal, or procedural issues.

3.3 Timeframe
The journal aims to complete the review of complaints within 30 days. In complex cases requiring additional investigation, the complainant may be informed of delays and provided with status updates.

4.     Appeals Procedure

4.1 Right to Appeal
Authors may appeal editorial decisions by submitting a written appeal to the Editorial Office. Appeals must clearly explain why the decision is believed to be incorrect and should address the substantive points raised in the editorial or reviewer reports.

4.2 Independent Review
Appeals are reviewed by the Editor-in-Chief and/or an independent editor or editorial board member who was not involved in the original decision. The journal normally permits one appeal per editorial decision.

4.3 Outcome and Finality
The outcome of the appeal is communicated to the author in writing. Decisions made following an appeal are final.

5.     Ethical Oversight

Complaints and appeals involving allegations of publication misconduct are handled in coordination with the journal’s Publication Ethics Policy and, where relevant, the Corrections, Retractions, and Withdrawal Policy. COPE flowcharts are followed in cases involving ethical concerns.

6.     Commitment to Transparency

JOMEINO is committed to ensuring that complaints and appeals are handled respectfully, objectively, and without retaliation. This policy is regularly reviewed to maintain alignment with COPE guidance and international best practices.
